The first meeting of the Working Group on “Overall Architecture of Community Building in East Asia" was held in Tokyo, Japan, on April 23-24, 2005, which was sponsored by the Japan Forum on International Relations and cosponsored by the Institute of Strategic & International Studies of Malaysia.
 
Twenty-one experts and scholars from the 13 member countries of NEAT participated the meeting and mainly discussed three topics, which were “Ideas and Principles towards Community Building in East Asia", “Architecture to promote Functional Cooperation in East Asia' and “Architecture to promote Regional Identity in East Asia".
 
The participants came to common understanding on a range of issues, such as the ways of community building, fundamental principles of East Asian cooperation, the status of 10+3 framework ant its relation with East Asian Summit(EAS), the necessity to strengthen the communication and information sharing between Track-one mechanisms and Track-two mechanisms and the promotion of functional cooperation in East Asia.
