The NEAT Conference on East Asian Financial Cooperation, co-sponsored by China Foreign Affairs University and Shanghai Academy of Social Sciences was held at Shanghai International Convention Center on April 1-2, 2005. Feng Guoqin, Vice Mayor of Shanghai Municipality and member of Shanghai Municipal Party Standing Committee, Gao Jian, Vice Governor of China Development Bank, Ambassador Wu Jianmin, NEAT Co-Interim Coordinator, NEAT Country Coordinator of China and President of China Foreign Affairs University, and Wang Ronghua, President of Shanghai Academy of Social Sciences and Vice Chairman of Shanghai Political Consultative Conference were all present at the conference and made important speeches. Relevant Central Government leaders and officials in charge of Shanghai financial institutions, together with concerned experts and scholars attended the conference. The representatives of NEAT member countries, including those from Indonesia, Philippines, Thailand, Singapore, Laos, Vietnam, Japan and the Republic of Korea were also invited to the conference.
Country Coordinators' Meeting convened by NEAT in Kuala Lumpur, Malaysia in December 2004 resolved to establish six research working groups. China is responsible for sponsoring the working group on “East Asian Financial Cooperation". Currently, East Asian financial cooperation constitutes an important component in East Asian economic cooperation. The NEAT Conference on East Asian Financial Cooperation is aimed at promoting studies in relevant domain and submit study reports and policy recommendations to such significant meetings as the 3rd Annual Conference of NEAT, the ASEAN+3 Summit, etc.
At this NEAT Conference on East Asian Financial Cooperation, representatives thoroughly explored a series of issues including the potentiality and possibility of East Asian financial and monetary cooperation, the opportunities and challenges in the process of East Asian financial cooperation and measures and policy recommendations on furthering East Asian financial cooperation.
The first meeting of the Working Group on “Overall Architecture of Community Building in East Asia" was held in Tokyo, Japan, on April 23-24, 2005, which was sponsored by the Japan Forum on International Relations and cosponsored by the Institute of Strategic & International Studies of Malaysia.
Twenty-one experts and scholars from the 13 member countries of NEAT participated the meeting and mainly discussed three topics, which were “Ideas and Principles towards Community Building in East Asia", “Architecture to promote Functional Cooperation in East Asia' and “Architecture to promote Regional Identity in East Asia".
The participants came to common understanding on a range of issues, such as the ways of community building, fundamental principles of East Asian cooperation, the status of 10+3 framework ant its relation with East Asian Summit(EAS), the necessity to strengthen the communication and information sharing between Track-one mechanisms and Track-two mechanisms and the promotion of functional cooperation in East Asia.
NEAT Working Group Meeting on Energy Security Cooperation in East Asia was held in Singapore on May 6, 2005. The meeting was hosted by the East Asian Institute of Singapore National University. Representatives from all NEAT member states except Brunei attended the meeting. The participants had very heated, candid and fruitful discussions on four topics, namely, the East Asian Energy Supply and Demand Outlook, Harmonizing Oil Diplomacy in East Asia, Energy Security Cooperation in East Asia—the Maritime Dimension and Potential for Energy Conservation in East Asia.
NEAT Working Group Meeting on East Asian Investment Cooperation was held in Bluesky Hotel, Weihai,Shandong Province, China, on July 1st, 2005. The meeting was sponsored by the China Foreign Affairs University. 26 representatives from Cambodia, China, Indonesia, Japan, Korea, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam attended the meeting.
The participants had very heated and fruitful discussions within three panels: “Economic Development and Investment Cooperation in East Asia", “Current Situation of East Asian Investment Cooperation" and “Policy Proposals for Furthering East Asian Investment Cooperation". All participants agreed that East Asian Investment Cooperation is at the point of a great development. And some valuable policy recommendations to promote East Asian Investment Cooperation were made during the meeting.
The Working Group will draft a policy recommendation report based on the results of the meeting and put forward to the 3rd Annual Conference of NEAT for further discussion.
The East Asian Investment Forum was held there as well immediately after this Working Group meeting, co-sponsored by the China Foreign Affairs University, China Development Bank and Shandong Provincial Government.
The Meeting of the NEAT Working Group on “Overall Architecture of Community Building in East Asia (Regional Architectures for Non-Traditional Security and Environmental Cooperation in East Asia)" was held under the sponsorship of the Japan Forum on International Relations (JFIR) on April 24 and 25, 2006 in Tokyo, Japan. A total of 20 participants from all 13 NEAT member countries were engaged in free, lively, and productive discussions.
The NEAT Working Group (WG) focused on three main themes: cooperation on non-traditional security issues; pandemic threats; and environmental issues. The three main themes were chosen because their causes and effects are transnational, and require regional cooperation. Jointly addressing the problems shared by, and affecting, East Asian countries is crucial to fostering trust for community-building in the region.
The two-day meeting witnessed warm discussions and positive contributions from all participants and has yielded good outcomes.

Thirty-six representatives from 12 East Asian countries (ASEAN plus China, Japan and ROK, Cambodia was absent) attended the meeting.
The Conference was conducted in 3 sessions, namely, Changes in the Backdrop of East Asian Financial Cooperation, Latest Development of East Asian Financial Cooperation and Prospect and Policy Recommendations on Furthering East Asian Financial Cooperation. Participants generally agreed that significant progress has been made in East Asian Financial Cooperation since last year and now the overall situation is favorable for further development in this area. They then put forward some valuable and practical policy recommendations on how to further promote regional financial cooperation. In the end, Amb. Wu Jianmin made an important wrap-up.

NEAT Working Group on "Energy Security Cooperation" was held in Singapore, June 30. Representatives from 10+3 member countries participated in this working group meeting.
This meeting was sponsored by Singapore East Asia Insitute. There were three key sessions: improving energy efficiency; energy security cooperation: the maritime dimension; energy cooperation. Fruitful discussions was made among all participants. This meeting progressed in a friendly and positive atmosphere.
The NEAT Conference on East Asian Investment Cooperation, sponsored by China Foreign Affairs Universitywas successfully held in Weihai, Shandong on July 28, 2006.
NEAT Co-Interim Coordinator and President of the China Foreign Affairs University, Ambassador Wu Jianmin, and representatives from 11 East Asian countries (ASEAN plus China, Japan and ROK; Cambodia and Brunei were absent) participated in the meeting. This meeting was conducted in a positive and friendly atmosphere.
The Conference was conducted in 3 sessions, namely, “Changes in the Investment Environment and Progress of Investment Cooperation in East Asia", “Systemic and Institutional Streamlining in East Asian Investment Cooperation", “Priority Areas of East Asian Investment Cooperation." Participants had fruitful discussions and put forward some valuable and practical policy recommendations on how to further promote regional investment cooperation. In the end, Amb. Wu Jianmin made an important wrap-up.
The Working Group will produce a policy recommendations report based on the outcome of the meeting after soliciting all sides concerned and submit it to the 4th Annual Conference of NEAT for further discussion.
